It is difficult to work with Windows 98SE since it is no longer supported by Microsoft. I suggest that you look up the USB device for the LinkSys on the web (Vendor-LinkSys) and check for their downloads or updates to see if they have an updated software patch for Win98. You can also try to contact their sight in their help section to see what they recommend. Win98 is plug and play compatible and should recognize the usb if the motherboard is a plug and play motherboard. Try looking at the network connections. If you get these links they be helpful.
http://www.wellesley.edu/Computing/Wireless/wirelesswin98.html. Win 98 has a network connecton wizard to help you connect and manage the network.
