As long as your computer or laptop has a wireless network adapter and the “hotspot” you are trying to connect to is unsecured, or you have the access key, then yes
your desktop or laptop has to be Wifi enabled. these days most laptops come with Wifi. There will be a hot key to put on Wifi. Then go to Connections and enable wireless connection.
