I think you should try changing your password. It should tell him that he’s not welcome to use your network. If he continues to do so, lodge a police report. It should be counted as stealing.
In terms of your neighbor’s past transgressions, it’s best for all involved to let bygones be bygones.
However, if your wireless router offers it, you should switch your encryption to WPA2. WEP has been crackable for some time now; and over the past couple of weeks, details have emerged that make WPA crackable in less than a minute under ideal conditions. WPA2 is still “safe” for the time being.

I’m not too good with wireless networks, but you may search in Internet software to protect your network from being hacked. Also, before filing a claim to police, you need to collect data (like network bandwith consumption) that proves your neighbour really uses your network resources. I believe a simple talk to him would make it better.
You need to change your password to something stronger.
