I was just curious, I may be changing high speed internet. When I turn my router in and it is reused can that person get any of my personal info from the router. Bank info? Passwords? or is it wiped clean when it is powered off??

It does not store them.
Routers generally don’t hold any personal information, except for your internet account username. If you want to be safe you can login to the router and reset all it’s settings to default, this will make the router have all the standard settings it had when you first got it.
