When at my friends house it would to go on the net via PSP but he doesent have an internet connection so it would be really handy. Also it would be great if I could get it on ebay as I am a regestered member.

Its possible but it would require a 60 foot tower, Hi gain 2.4 gigahertz antennae, and bi linear 2.4 gigahertz amplifiers not to mention a line of site to the PC you wanted to connect to. Get out some fat cash!

Yes you can but you would need a directional high gain antenna and a relatively clear line of sight. The main limitation to the WiFi signal will be the buildings and other terrain between you and your friends house. If you have too many buildings or a huge mountain in the way no WiFi connection would be possible.
A D-Link ANT24-1400 has about a 3km range a D-Link ANT24-1800 can go to about 5km You will want to make sure you can connect to your router and network cards with this kind of antenna. Since you might need to get another access point to repeat the wifi signal to your PSP you would have to get one antenna for each “end” It should cost you about $340. + accesspoint
I would not recommend WEP security for any wireless network ideally go with WPA2
