Internet speedtest results are good, but gaming/downloading still slow?

I have a Clearwire 4g Wimax card. When I ran a speedtest to the closest server to me I get 1.34Mbps.When I switch to a speedtest server 300 miles from me(just an example), I get 5.45Mbps. With that type of speed(the second server), I should not be lagging on Xbox Live, and it should not take me 2 hours to download a 700MB file. Any suggestions on why I cant seem to access all of the available speed for Xbox Live or even any browsers in general?
I appreciate your response, but how exactly do I do that?
Maybe I should mention the Xbox is connected to the internet through ICS with my laptop

    You must do a ping test and check the TTL as far as lagging is concerned.You should also check if there is any packet loss which might hinder your downloading speed and you may lag too.

    Clear is such a great ISP to use. I love the fact that the connection is great. Other posters have mentioned to do a ping test to check the MS and how fast. Besides that test is the TRACERT which will give you true MS measurement. Depending on how many hops and routers will determine your downloadupload speeds.

    The other document you want to review and keep in mind is to make sure you have setup your xbox correctly. Here is an article to make sure you have crossed your “T’s” and dotted your “i’s”
