I take it that his computer is hardwired into the router and you are connecting via WIFI. If so your connection will be considerably slower when he is downloading. You can hardwire your laptop into the router and speed it up but then you are limited by the cable's length. The WIFI connection will always be slower than the hardwired connection. Sorry anytime two or more computers are sharing a connection the connection will slow down.

I did not hear you mention a router, which would share the internet connection a bit more evenly. Consider a wireless router. Basically, you are trying to stuff more water through a hose than it can fit. Your dad is taking most of the water, so you are left with llittle yourself. Its like taking a shower with someone else in another shower. Sometimes you don't get as much hot water. The only real solution would be to get another connection/ upgrade yours, or to try to make a time (through the night or when you aren't playing) for your father to download his stuff so that it isn't while you play.
