why do cell carriers test new networks in Baltimore?

is there a reason (topographical, political, etc.) why it seems many cell networks/providers use Baltimore MD as an early testing ground for their network advancements? (e.g. Sprint’s WiMax/4G, T-Mobile’s 3G, etc.)
