I heard that I can make phone calls without using my minutes, using the WiFi. is there some software I need to install? can I use it to make calls overseas?

I’ve seen a lot of software that lets you control your computer from your phone, but I’m looking for something that does the opposite of that. I want to be able to use my phone remotely over WiFi.
